(b)落實政府采購政策需滿足的資格要求：本次**強制或優(yōu)先采購**、支持**、促進殘疾人就業(yè)、支持**和**、扶持不發(fā)達地區(qū)和**地區(qū)以及限制采購進口產(chǎn)品等相關政策。如報價產(chǎn)品的服務提供商為**，則須在響應文件中提供符合[**﹝2020﹞46 號]文格式要求的中小企業(yè)聲明函；如供應商為殘疾人福利性單位，則須在響應文件中提供符合**〔2017〕141號文格式要求的殘疾人福利性單位聲明函，一旦成交將在成交公告中公告其聲明函，接受社會監(jiān)督；若提供聲明函與事實不符的，將依照《**采購法》第七十七條第一款的規(guī)定追究法律責任。

(b)Qualification requirements to be met to implement government procurement policies:This bidding will implement relevant policies such as mandatory or priority procurement of energy-saving and environmental labeling products by the government, promotion of small and medium-sized enterprises, promotion of employment for people with disabilities, support for prisons and drug rehabilitation enterprises, support for underdeveloped areas and ethnic minority areas, and restrictions on the procurement of imported products. If the manufacturer (or service provider) of the bidding product is a small and medium-sized enterprise that meets the requirements of Article 2 of the "Management Measures for Promoting the Development of Small and Medium sized Enterprises through Government Procurement" (Caiku [2020 No.46) (the meaning of small and medium-sized enterprises referred to in this bidding document is the same as this), the bidder must provide a "Smal and Medium sized Enterprise Declaration Letter" in the bidding document in a format that meets the requirements of Attachment 1

(c)本項目的特定資格要求：1）投標人單位負責人為同一人或者存在直接控股、**的不同供應商，不得參加同一合同項下的政府采購活動；
2）為采購項目提供**、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務的投標人，不得再參加該采購項目的其他采購活動；
3) 須具備消防設施工程專業(yè)承包貳級及以上資質、須具有安全生產(chǎn)許可證；
4）擬派項目負責人須具備相關專業(yè)注冊建造師執(zhí)業(yè)資格；
4）根據(jù)**《政府采購促進中小企業(yè)發(fā)展管理辦法》（**﹝2020﹞46 號）精神，本項目僅面向中、小、微企業(yè)采購。中小企業(yè)應當按照規(guī)定提供《中小企業(yè)聲明函》。

(c)Specific qualification requirements for this program:I) The person in charge of the bidding unit, or different suppliers with direct controlling or management relationships, shall not participate in government procurement activities under the same contract;
2) Bidders who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project,
3)Must have the qualifications of professional contracting for firefighting facilities engineering, and must have a production safety license.
4）In accordance with the spirit of the Ministry of Finance's "Administrative Measures for Government Procurement to Promote the Development of Small and Medium-sized Enterprises" (Treasury [2020] No. 46), this project is only for small, medium and micro enterprise procurement.
