1 詢價條件（Tender Conditions）

因菲律賓帕賽吹填開發(fā)項目施工需要，采購機油、液壓油、車用齒輪油、工業(yè)齒輪油、優(yōu)質潤滑脂冷卻液、鋰基酯物資，現已具備詢價條件，根據國家法律法規(guī)和中交特種工程有限公司（以下簡稱中交特種）物資采購管理規(guī)定，通過公開詢價方式采購物資，歡迎符合資格條件的供應商積極參與。

To meet the construction needs of the Pasay Reclamation Development Project in the Philippines, Purchase engine oil, hydraulic oil, automotive gear oil, industrial gear oil, high-quality grease coolant, lithium ester materials. The Request Quote is now open in accordance with national laws, regulations, and the procurement management rules of China Communications Special Engineering Co., Ltd. (hereinafter referred to as "CCSE"). Qualified suppliers are invited to participate.

項目地處菲律賓馬尼拉帕賽市馬尼拉灣，菲律賓帕賽吹填開發(fā)項目物資采購。

The project is located at Manila Bay, Pasay City, Metro Manila, Philippines.

2* 詢價內容及要求（Tender Content and Requirements）

有意向者請認真閱讀報價單的要求和說明，合理報價。附件“菲律賓帕賽吹填開發(fā)項目物資采購報價單”

Interested parties must carefully read the requirements and instructions in the quotation sheet. Please see the attachment: *Quotation Form for WMaterial procurement in Pasay Reclamation Development Project*.  

3 報價響應供應商的資格要求（Qualification Requirements for Bidding Suppliers）

3*基本條件（Basic Conditions）

（1）要求供應商實力強、具有可靠良好的資信狀況。

Suppliers must demonstrate strong capabilities and reliable credit standing.  

（2）具有獨立承擔民事責任能力。

Possess independent legal capacity to bear civil liabilities.

（3）具有良好的商業(yè)信譽和健全的財務會計制度。

Maintain good commercial reputation and sound financial accounting systems.

（4）具有依法繳納稅收和社會保障資金的良好記錄。

 Maintain a valid record of tax payments and social security contributions.

（5）參加本批采購報價響應的供應商前三年內沒有法律糾紛及不良記錄，在經營活動中沒有重大違法記錄。

 No legal disputes,or major violations in business activities within the past three years.

（6）法律、行政法規(guī)規(guī)定的其他條件。

 Other conditions stipulated by laws and regulations.

（7）報價響應供應商必須具有完善的服務機構和服務體系。

Bidding suppliers must have a comprehensive service network and system.   

3*具體條件（ Specific Conditions）

（1) 報價響應供應商應保證：所提供的物資符合國家和項目所在國家相關行業(yè)標準；所提交的報價文件的所有內容真實合法有效，報價響應供應商所提供的物資應當符合報價及報價響應文件的要求，無權利瑕疵，否則，應承擔由此給采購單位造成的一切損失及相關責任。

 The supplier of the quotation must ensure that the materials provided meet the national and project country standards. All submitted materials must be authentic, legal and valid. The materials must meet the inquiry requirements and have no ownership defects; otherwise, the supplier shall bear all losses and responsibilities caused thereby.

（2)不接受聯合體報價。

 Joint bids are not accepted.

4 詢價文件的遞交與開標（Submission of inquiry documents and bid opening）

4* 采購人于2025年6月23日16時00分通過中交集團供應鏈信息管理信息平臺發(fā)布物資采購詢價公告。請有意參與報價的供應商在上述日期內參與響應（網址：http://ec.ccccltd.cn/PMS）。

The tenderer published this notice via the **CCCC Group Supply Chain Information Management Platform** on 16:00 June 23, 2025**. Interested suppliers must submit responses within the specified period (Website: [http://ec.ccccltd.cn/PMS](http://ec.ccccltd.cn/PMS)).  

4*不郵寄詢價文件。

No physical copies of inquiry documents will be mailed.

5 報價響應文件的遞交（Submission of Bidding Documents）

5*電子報價響應文件遞交的時間為： 2025年6月27日 18時 00 分前。報價響應人應當通過中國交建采購管理信息平臺供應商頁面（網址：http://ec.ccccltd.cn/PMS）上傳，遞交時間即為上傳成功時間。

Electronic Quote must be submitted by **18:00 on June 27, 2025** via the **CCCC Procurement Management Information Platform** (Supplier Portal: [http://ec.ccccltd.cn/PMS](http://ec.ccccltd.cn/PMS)). The submission time is the successful upload time.

5*逾期未上傳成功的報價響應文件，采購詢價人不予受理。

Late submissions will not be accepted.

報價說明Request for Quotation：	1、交付地點Delivery location：J.W. Diokno Blvd, Pasay, Metro Manila(ENTRANCE IN FRONT OF SENATE OF THE PHILIPPINES)；
	2、交貨方式：報價單位負責將貨物運至指定目的地并承擔交貨前所涉費用和風險，不限運費、保險等；Delivery method: The quoted unit is responsible for transporting the goods to the designated destination and bearing all the costs and risks involved before delivery, regardless of freight charges, insurance premiums, etc.
	3、稅務說明：增值稅、預扣稅等稅費一律由報價單位承擔，已包含在含稅價格內；其中預扣稅為不含稅價格的1%，由詢價單位代扣代繳；Taxation Explanation: All taxes such as value-added tax and withholding 1tax shall be borne by the quotation unit and are included in the price including tax; among them, the withholding tax is 1% of the tax-exclusive price and shall be withheld and paid by the inquiry unit on behalf of the quotation unit.
	4、報價單位需附上設備性能說明書（含規(guī)格型號、技術參數、貨物圖片等）；The quotation company shall attach the equipment performance specification (including specifications, models, technical parameters, pictures of goods, etc.);
	5、付款方式：銀行轉賬方式支付；Payment method: Bank transfer;
	6、貨物品質要求：滿足國家現行相關規(guī)范及法律法規(guī)要求。Goods quality requirements should meet the current relevant national standards and laws and regulations.
